The e-GO HSDPA/UMTS/EDGE/GPRS/GSM E169 HUAWEI (USB connection) works fine using windows platform.
Just run the embeded software ( Internet connection tools), then get the COM number from Windows device manager, configure only your COM in smsd.conf and it will work in both sending and receiving sms.

E169 is working properly even using Linux. I'm using it on my notebook, running Mandriva 2009.1. I can use it for getting connected to the internet and send SMS using smstools3

Got it working with the folowing config
# Example smsd.conf. Read the manual for a description
devices = GSM1 logfile = /var/log/smsd.log loglevel = 7
[GSM1] device = /dev/ttyS3 #cygwin ttys3 is COM4 in windows incoming = yes

IT seems sending SMS is OK but SMS server Tools 3 retrieve only old SMS from my SIM card. All new SMS I sent are stored in the USB modem device (seen in the windows utility of the USB modem)
